- Palestrante: Yvan Becard, professor da PUC-Rio e a sua pesquisa concentra-se em macroeconomia, macro-finanças e economia de trabalho.
- Resumo: Transfers account for the bulk of the increase in government spending in recessions, far ahead of purchases, i.e. government consumption and investment. We argue that this policy choice makes sense from a welfare perspective. Transfers deliver a lower fiscal multiplier than purchases but raise private output – i.e. private consumption and investment – much more. A fundamental tradeoff thus arises between purchases, which are better at reducing unemployment, and transfers, which are more efficient at boosting consumption and thus raising utility – especially for the poor. We develop a two-asset heterogeneous agent New Keynesian model with search and matching frictions in the labor market to study this tradeoff. We show that as long as households value private goods more than public goods, society favors uniform transfers over government purchases as way to fight off recessions. Theory thus appear to back up what governments around the world already do.
