Título: The Intergenerational Effects of Parental Leave Policies: Exploiting Forty Years of U.S. Policy Variation

Resumo: We study the effects of job-protected leave (JPL) on intergenerational mobility, long-run child outcomes, and parental decisions. We combine over four decades of survey data with JPL policy variation in 18 states and the District of Columbia before the Family and Medical Leave Act (FMLA) of 1993. We find that pre-FMLA JPL had a level effect (higher children’s education and wages) and a mobility effect (higher intergenerational mobility in education). The level effect is consistent with a number of effects of JPL on parents: a larger motherhood penalty in the labor market (lower participation and hours), higher time investments in children, a higher likelihood of household childcare expenses, and a lower likelihood of subsequent children. The mobility effect is consistent with heterogeneous, stronger effects of pre-FMLA JPL on mothers without college education and their children.
